Commons thus demonstrating to China that British

people had at long last lost patience and decided

to take their own measures for recoupment of their

financial losses in China.

2. There might be another way of handling latter.

Assuming armaments act goes through we might

endeavour to arrange, when we have some proper

authority to deal with, that Chinese should suggest

use of boxer funds for repayment of admitted claims

as being mutually beneficial to Great Britain and

Ohina.

But it would require delicate handling and it would be in my opinion quite premature to attempt such a thing just now. I feel more strongly that

ever that whole question of boxer indemnity should

continue to slumber for the time being.
